MOORHEAD — Legislative changes to the Minnesota Property Tax Refund program may benefit homeowners under a new special program. This year's standard property tax refund program features larger maximum refunds, Moorhead city officials said in a news release. The new program features a special refund with no income limit. This program will provide refunds to homeowners whose property taxes increased at least 6%, whereas in previous years homeowners' property taxes had to have increased by 12% to qualify for the refund program, city officials said.
